Outreach Committee Report

Over the past year, the outreach committee has been reviewing the membership roll of the congregation and working on reaching out to inactive members.  In an effort to put in place an annual review process and establish objective criteria for dealing with inactive members, the committee drafted a formal proposal in the form of a continuing resolution.  The committee’s proposal was presented to the Church Council which approved the continuing resolution at its September meeting.  The resolution calls for an annual review of the membership roll in January of each year.  To remain an active, voting member of the congregation (with some exceptions), a member must commune and make a financial contribution one time during the year.  This resolution becomes effective January 2005.  The continuing resolution adopted by the Church Council is reprinted below.  

Continuing Resolution (as revised August 27, 2004 and adopted September 20, 2004): In order to carry out the provisions of Chapter 8, Membership, and fulfill Council’s charge under Section C12.07 of the Constitution of Gloria Dei Lutheran Church, the Outreach Committee shall review the membership roll of the congregation in January of each year and shall determine whether any confirmed members have become inactive.  Confirmed members who have failed to commune and make a financial contribution of record to this congregation during the preceding calendar year shall be declared inactive and removed from the membership roll.  The following confirmed members who have become inactive due to one of the circumstances hereafter described, shall not be removed from the membership roll: (1) members who are shut-in due to a medical or health condition or other infirmity; (2) members who serve in the military and have been called to active duty; and (3) members between the ages of 17-22 who are enrolled and attending full-time a post-secondary educational institution.

The Church Council shall be advised of those members who have become inactive and approve their removal from the membership roll.  Prior to removal from the membership roll, the affected members will be notified in writing of their inactive status and removal from the roll.  Notwithstanding their removal from the membership roll, the church shall have a continuing pastoral concern for those persons who have become inactive.

Outreach Committee Mandate

In order to support the ministry of WITNESS, there shall be an Outreach Committee.  Relying on the Holy Spirit, this congregation shall proclaim the Gospel by example and by programs to invite all people to repent and share the Lord’s kingdom.  This committee shall encourage and develop structures and programs which fulfill the imperative to tell the Good News in word and deed.  This committee shall be responsible for, but not limited to:  programs designed to reach the unchurched, the inactive, the sick and shut-in; promotion and image of this congregation in the community through media and publications; development of members for outreach and visitation; new member education, nurture, and integration; encouragement of members to claim their evangelical heritage.
